Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Rohrer, Hibler & Keplogle (RHR) Report Procedural Improvements During the coursa of the NRC review of the RllR Report it has come to our attention that certain procedural improvements are needed in the near term to address areas for improvement identified during interviews with our ope ra tors.
The areas identified for improvement are: (1) the clarity (both visual and technical) for Special Temporary Procedures (STP) and (2) simplification of the immediate action sections of Emergency Procedures 1202-6B " Loss of Reactor Coolant / Reactor Coolant Preesure Causing Automatic High Pressure Injection" and 1202-2A " Station Blackout With Loss of Both Diesel Generators".
With respect to STP's we agree that improvements are appropriate and have issued directions to Plant Review Group members to demand that STP's be of adequate quality both technically and with respect to legibility when they are approved. Further, all STP's currently in the Control Room for use will be reviewed for technical quality, legibility and understandability. Those procedures found to be in need of improvement will be replaced by 11/1/83 or cancelled.
Emergency Procedure 1202-2A and 1202-6B will be revised by 1/1/84 or Restart whichever is earlier to simplify the immediate tetion section by eliminating excessive or unnecessary wording notes or precautions or place them in follow-up actions.
We believe the above actions are appropriate to resolve these issues.
