Docket No. 50-289 Generic Letter 92-08, "Thermo-Lag 330-1 Fire Barriers" In response to the NRC's letter dated May 13,1999 (1920-99-30277), the following is a description of GPU Nuclear's plans for corrective actions for the 1-hour fire barriers in fire zones AB-FZ-3, AB-FZ-5, AB-FZ-7, FH-FZ-2, and the previous commitments for fire zones CB-FA-1 and FH-FZ-6. Also provided is a description of the schedule for completion of these actions.

The 1-hour Thermo-Lag fire barriers in fire zone AB-FZ-3 have been upgraded with Mecatiss to  !

achieve a 1-hour rating. Therefore, the corrective actions for AB-FZ-3 are complete. The corrective actions for fire zones AB-FZ-5, AB-FZ-7, and FH-FZ-2 also consist of upgrading the 1-hour Thermo-Lag fire barriers with Mecatiss to achieve a 1-hour rating. The upgrades to fire zones AB-FZ-5, AB-FZ-7, and FH-FZ-2 are being performed as a continuation of the 13R Thermo-Lag outage work (Fall 1999) with completion and final work package closecut by June 30,2000 for these three fire zones. Previously identified Thermo-Lag upgrades will be complete, including work package closecut by December 31,1999, as stated in NRC Confirmatory Order  !

dated May 22,1998. TMI-l has completed the Thermo-Lag upgrades for approximately 900  !

l linear feet of cable raceway from the approximate total of 1300 linear feet requiring upgrade.

l Thus, a substantial quantity of the total scope of TMI-l Thermo-Lag upgrades has already been completed.

Although the schedule for the scope of upgrade modifications in fire zones AB-FZ-5, AB-FZ-7, and FH-FZ-2 extends beyond December 31,1999, GPU Nuclear believes this schedule is appropriate based on the need to purchase additional Mecatiss material for these fire zones and to effectively integrate the work phaning with other outage preparation work. This schedule j provides for more efficient use of resources and allows the training of additional installers and  !

ramp-up of the Mecatiss work force only once for the outage effort to complete the Mecatiss  ;

installation. Appropriate fire protection compensatory measures, currently in place, provide an i equivalent level of protection for fire zones which contain Thermo-Lag that remains to be upgraded. These compensatory measures will remain in placc until all the corrective actions have been completed for the associated fire zone. Therefore, completion of the corrective actions for AB-FZ-5, AB-FZ-7, and FH-FZ-2 by June 30,2000 has no affect on nuclear safety or safe plant operation. Based on the above, GPU Nuclear believes that this completion schedule isjustified.

The additional commitments previously identified by GPU Nuclear for fire zones CB-FA-1 and FH-FZ-6 are summarized as follows:

CB-FA-1 Installation of a combustible gas detector in CB-FA-1 with local alarm. )

Installation of a wet pipe ' sprinkler system with remote alarms. )

' The above modifications for CB-FA-1 and FH-FZ-6 will be complete by December 31,1999.  !
