DPR-50/ Docket No. 50-289 Withdrawal of Technical Specification Change Request No. 257 (M96532)

GPU Nuclear requests that Technical Specification Change Request (TSCR) No. 257 be withdrawn. TSCR No. 257,which was submitted on August 29,1996, requested deletion of selected limiting conditions for operation that do not meet the criteria for technical specifications as set forth in 10 CFR 50.36(c)(2)(ii) and are not reflected in the Revised Standard Technical Specifications for B&W plants delineated in NUREG 1430. NRC letter dated February 3,1999, stated that deleted TS requirements must be relocated to a document that is required to be controlled under the provisions of 10 CFR 50.59; such as the FS AR, in the form of a Technical Requirements Manual. GPU Nuclear believes this would be confusing to the licensed operations personnel and hence, we respectfully request withdrawal of this TSCR from further consideration.
