Operating License No. DPR-SO Docket No. 50-289 Quality Assurance of Diesel Generator Fuel Oil This letter revises our commitments given in the attached Met-Ed letter, TLL-196 dated April 30, 1980 concerning the quality assurance (QA) of diesel generator fuel oil.

In TLL-196, Met Ed committed to a-program requiring the sampling of makeup fuel oil for specific or API gravity, water, sediment, and viscosity analysis results, and requiring quality control inspector (QC) review for acceptability prior to filling the diesel generator fuel oil storage tanks. Until September, 1988 GPUN's procedure required QC and Shift Supervisor / Shift Foreman approval of the sample results before transferring fuel from the 50,000 gal tank.(FO-T-1) to the 30,000 gal fuel storage tank (DF-T-1). At.that time, unaware"of our commitment for a QC review of the results, it was decided that the Shift Supervisor /

Shift. Foreman is sufficiently capable of verifying the-acceptability of these results, and the requirement for QC review was deleted from the procedure.

Deletion of the QC review was determined to be acceptable because we found-that this additional review was not adding quality or any other benefit to the process. No problems had been identified as a result of the QC inspector involvement in the process and the Shift Supervisor / Shift Foreman is qualified to verify the acceptability of the results. This position is also in-line with GPUN's philosophy of placing first-line Quality Assurance / Quality Control functions with the organization responsible for the 3.ctivity. _ Diesel fuel oil sampling and analysis activities nra included in GPUN's QA monitoring program.

f c C311-90-2060 l This change in commitment has been discussed with TMI-1 NRC Resident Inspector Tom Moslak and with NRC Region I Inspector Carl Woodard during his inspection of GPUN's handling of Diesel .

Generator Fuel Oil (Inspection No. 50-289/89-13). The inspectors found this change to be acceptable and suggested that GPUN provide a letter to revice our previous commitment.  :

Metropolitan Edison is implementing a quality assurance program for fuel l oil to administratively control internally the fuel used to make up to the Diesel Generator Tuel Oil Storage Tanks for each unit, The make up fuel oil vill be sampled for specific or API gravity, water and sediment,and vis:osity. >

,. The results of these analyses will be reviewed by Quality Control inspecters to be acceptable prior to making up to the Diesel Generator Tuel Oil Storage Tanks.
