Areas Inspected:
Included a review of the status of implementation of the licensee's physical security program required prior to fuel load licensing.
The inspection focused on the following specific areas of the licensee's security program: Security Plan and Implementing Procedures; Management Effectiveness (Security System Status); Security Organization; Security System Power Supply; Personnel Training and Qualification; and Protection of Safeguards Information. The inspection also reviewed the licensee's actions relating to IE Bulletin 77-08; IE Circular 77-04; IE Circular 78-17; IE Circular 79-03; and verified that the licensee had received IE Information Notice 86-27.
Results: One potential concern was developed regarding security door status relative to the licensee's current schedule for full security implementation, on August 1, 1986.
