NOTICE OF VIOLATION Commonwealth Edison Company Docket Nos. 50-456; 50-457 Braidwood Station, Units 1 and 2 License Nos. NPF-72; NPF-77 During an NRC inspection completed on April 7,1998, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

Technical Specification 6.11 requires, in part, that procedures for personnel radiation protection be prepared consistent with the requirements of 10 CFR Part 20 and be approved, maintained and adhered to for all operations involving personnel radiation exposure.

Plant procedure BwRP 6210-2 (Revision 3) Step F.2.b.1 requires, in part, that, during the processing of steam generator workers " check that dosimetry is present and correctly worn."

Contrary to the above, on October 9,1997, the licensee failed to check that a steam generator worker's dosimetry was present and correctly worn. Specifically, the licensee failed to check a worker's electronic dosimeter and confirm that it was turned on.

This is a Severity Level IV violation (Supplement IV).

For this violation, the NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence and the date when full compliance was achieved is already adequately addressed on the docket in Inspection Report Nos. 50-456/98006(DRS) and 50-457/98006(DRS).

However, you are required to submit a written statement of explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commissien, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region lil, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice),

if you contest this enforcement action, you should also provide a copy of your response to the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.

Because your response will be placed in the NRC Public Document Room (PDR), to the extent possible, it should not include any personal privacy, proprietary, or safeguards information so that it can be placed in the PDR without redaction. If personal privacy or proprietary information is necessary to provide an acceptable response, then please provide a bracketed copy of your response that identifies the information that should be protected and a redacted copy of your response that deletes such information.
