E. Hard to F. J. Miraglia, Jr. letter dated March 9, 1987, that the second 10-Year ISI Plan would be submitted six months after plant restart. The applicable edition of the ASHE Code was changed by reference in 10 CFR 50.55a as noted in the Federal Register on May 5, 1988.

The District is currently updating the Plan to include the requirements of the recently referenced edition of ASME Section XI. Certain Section XI requirements were discussed with the NRC staff on September 21, 1988, in Rockville, Maryland. The Plan will be finalized, approved by the District, and submitted to the NRC for review and approval by December 31, 1988.

The District will implement the second 10-Year ISI Plan during the Cycle 8 refueling outage scheduled to commence July 1, 1989. Those inspections still remaining from the first 10-Year Plan, all requiring reactor vessel head removal, are identified in the Attachment and will be completed during the Cycle 8 refueling.

The initial 10-Year ISI Plan started with commercial operation on April 18, 1975. A fourteen-month extension was taken due to extended outages of six months or more. This extension was docketed in V. Stello, Jr. to J. J.

Mattimoe letter dated Hay 30, 1978. The District will also take a twenty-seven month extension due to the outage from Dece.,ber 26, 1985 to March 30, 1988. Provision for extension is p*ovided in ASME Section XI, IHA-2400(c). The one year grace period also provided for in IHA-2400(c) results in a final expiration date for the initial 10-year inspection period of Septerrber 18, 1989. p&
