l This letter forwards Licensee Event Report (LER) 96-037-00, documenting an event that I occurred at Millstone Nuclear Power Station, Unit No. 2 on December 2,1996. This LER is I being submitted pursuant to 10 CFR 50.73(a)(2)(i). j The following are NNECO's commitments made within this letter. All other statements made within this letter are for information only.

B16115-01: As a result of this event, a Technical Specification revision will be initiated to remove the requirement to take the average temperature 1 of the ultimate heat sink at the Unit 2 intake structure. Included in this is a revision of the Technical Specification Bases to identify instrumentation to be used to perform the Technical Specification surveillance. This revision will be submitted to the NRC by March 31,1997.

B16115-01: Technical Specification surveillance procedures will be reviewed to ensure compliance with Technical Specification surveillance ,

requirements as part of the Millstone Unit No. 2 Operational / j Readiness Plan. The review willinitially focus on Technical I //  !
