U.S. Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 This letter forwards a supplemental Licensee Event Report (LER) 96-039-02 documenting an event that occurred at Millstone Nuclear Power Station, Unit No.1 on June 4,1996. This LER is submitted pursuant to 10CFR50.73(a)(2)(i).

This supplement documents the completion of Commitment Nos. B15784-2, B15784-3, and B15784-4. Commitment B15784 2 committed to revise the cold shutdown surveillance procedure (SP608.35) for valve 1-AC-51 to require individual testing of the valve. Commitment B15784-4 committed to create an instructional document to give guidance on developing and implementing IST Programs. Commitment B15784 3 committed to resolve the Pressure Isolation Valve (PlV) designation of valves 1-SD-1, 1-SD 2A,1-SD-2B and 1 SD-5.

Northeast Nuclear Energy Company has determined that these valves will not be designated as PlVs. Procedural controls have been implemented to restrict cross connecting the Shutdown Cooling (SDC) system to the Spent Fuel Cooling (SFPC) system whenever reactor coolant temperature is greater than 212 degrees F or primary containment is required. The cause of the event has been modified to clarify the personnel error issue.
