U.S. Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 This letter forwards supplemental Licensee Event Report (LER) 96-037-02, documenting an event that occurred at Millstone Nuclear Power Station, IJnit No.1 on March 27,1996. This supplemental LER is submitted pursuant to 10CFR50.73(a)(2)(ii). l Th'is supplemental report includes an additional reportable issue that was identified on February 5, 1997, as a result of the on-going investigations. As a result, Comn.? ment No. B15933-1 has been updated to include long-term cooling analysis.

The cause and the corrective actions for this event were not provided previously due to an engineering review of the Automatic Pressure Relief (APR) system that was first required. This supplemental report now documents the cause of the event as a result of the on-going evaluation of the APR system. The corrective actions are still being developed as the design basis review is being conducted. The design basis review program will include development of the single failure criteria document. The Commitment No. B15756-1 has been updated accordingly.

Also, the commitments have been moved from the LER form to this letter. Various other editorial changes made include replacing the use of" Automatic Depressurization System (ADS)"

with "APR, " as well as relocating the EIIS Codes to the end of the LER.

Following are Northeast Nuclear Energy Company's (NNECO's) commitments made within this ~-

letter. All other statements within this letter are for information only.

B15756-1 The on-going engineering review of the APR will be completed as part of the current design basis review program. The identification of required corrective actions will be finalized prior to startup for operating Cycle 16. The applicable corrective actions will be completed prior to startup for operating Cycle 16. The design basis review propm will include development of the single failure criteria document. A supplement to this LER will be submitted prior to startup for operating Cycle 16. ,p Y
