U.S. Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 This letter forwards Licensee Event Report (LER) 96-004-01, documenting an esent that occurred at Millstone Nuclear Power Station, Unit No. 2 on January 31,1996. This LER is baing submitted pursuant to 10 CFR SQJ3%)(2)(ii)(B).

This LER supplement updates the corrective actions that have been implemented to address the service water strainer backwash system'a vulnerability to freezing and also corrects an inaccurate event date.

The following new NNECO's commitment is made within this letter.

B16041-01 Additional' design changes are being implemented that will install three temperature switches in the intake structure to monitur the am'oient temperature and arranged to start the strainer backwash cycle on detection of the approach of freezing conditions. This modification will be completed prior to entry into Mode 4 from the current outage.
