This letter forwards Licensee Event Report (LER) 96-030-01, documenting an event that occurred at Millstone Nuclear Power Station, Unit No. 2, on August 20,1996. The event date has been changed to accurately reflect when this condition was first identified. This LER is being submitted pursuant to 10 CFR 50.73(a)(2)(i). This LER supplement provides an update on the analyses and investigation currently underway for this event.

The NNECO's commitments made within this letter are included in Attachment 1.

REGULATORY COMMITMENT COMMITTED DATE OR OUTAGE The IST Program Manual, Revision 0, was Completed approved and issued June 19,1997. This manual provides administrative and technical guidance for the implementation of the IST Program.

B16215-1: Deficiencies in IST documentation Mode 4 from current outage which were identified under the 50.54(f) review will be incorporated into the IST Program Plan, Bases Document and implementing Procedures to ensure compliance with 10CFR50.55a.

Deficient IST Program surveillance procedures will be revised. These activities will be I completed prior to entry into Mode 4 from the current outage.
