This letter forwards supplemental Licensee Event Report (LER) 96-009-01, documenting an event that occurred at Millstone Nuclear Power Station, Unit No. I on January 9,1996. This supplemental LER is submitted pursuant to 10CFR50.73(a)(2)(ii).

LER 96-009-00 committed to provide a supplement report once additional structural analysis was completed on the isolation condenser system. Accordingly, the Cause of Event, Analysis of Event and Corrective Action sections have been updated and Commitment Nos. B15567-1 and B15567-2 are now closed. Also, Commitment No. B15567-4 is witiidrawn smce the additional analysis has determined that the makeup water temperature of 32 degrees F is acceptable and procedural controls are~ not necessary. Commitment B15567-3 has been updated with the 32 degrees F being the lower bound temperature.

The following is the only remaining Northeast Nuclear Energy Company's (NNECO's) commitment made within this letter. All other statements made within this letter are for information only.

B15567-3 NNECO commits that the Updated Final . Safety Analysis Report will be revised to incorporate 32 degrees lower bound for the isolation condenser makeup water temperature, based on the results of the isolation condenser shell analysis prior to startup for operating Cycle 16.
