U.S. Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 This letter forwards supplemental Licensee Event Report (LER) %-003-02, documenting an event that occurred at Millstone Nuclear Power Station, Unit No.1 on January 11,1996. This LER is submitted pursuant to 10CFR50.73(a)(2)(i) and 10CFR50.73(a)(2)(ii).

l This supplemental repon is submitted pursuant to Commitment No. B15745-2 that stated that following the completion of the' USI A-46 program, it would be identified to the staff the remainder of the outliers from the program that are reponable (pursuant to 10CFR50.72 and 10CFR50.73 criteria). This supplemental repon documents the completion of the USI A-46 program discovery phase. There are no other outliers of the program that are reponable. The Commitment No. B15745-2 has been updated accordingly. The Commitment No. B15745-2 also stated that the implication of this event on the operation of Millstone Unit No. I would be assessed prior to stanup for operating Cycle 16. This is still on-going.

The commitments have been moved from the LER. form to this letter.

The following are NNECO's commitments made within this letter. All other statements made within this letter are for information only.

B15540-2 Nonheast Nuclear Energy Company hereby commits to evaluate the actions required

i to resolve USI A-46 program outliers prior to stanup for Cycle 16 operation.

B15745-1 NNECO commits to implement modifications to the TBSCCW air cooler anchorage in order to provide seismic design adequacy. These modifications will be completed prior to startup for operating Cycle 16.
