SUMMARY

OF SITE AUDIT RELATED TO THE REVIEW OF THE LICENSE RENEWAL APPLICATION F OR SEABROOK STATION, UNIT 1 (TAC NO. M E3959) From October 5-7,2010, a review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff) and contractors from Argonne National Laboratory (ANL) participated in a site audit at Seabrook Station related to the e nvironm ental review of the Seabrook Stat ion license renewal application.

The primary goal of the site visit was to review documentation , gather information to ensure that the environmenta l requirements of licen se renewal as codified in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51) were met, and to interface with officials in Federal, State , and local government agencies to obtain related informati on. En c losure 1 is a li st of representatives from NRC , ANL, New Hampshire (NH) State agencies, other Federal agencies, and NextEra Energy Seabrook, LLC (N extEra) who participated in the site audit. The audit began on October 5, 2010, with a k i ckoff meeting to introduce participants and to discuss logi stics of the audit. Following the kickoff m eet ing, the env ironmental review team participated in a general site tour of Seabrook Stat i on with NextEra staff. The general s it e tour provided an ecological overview of the site and focused on areas relevant to the environmental review. During the remainder of the s i te audit , the environmenta l rev i e w team examined data used by Next Era in preparation of the Environmental Report and met in smaller groups with NextEra repr esen tatives with corresponding environmental expertise.

Th ese groups partic i pated in variou s activities, in cluding tour s of onsite National Pollutant Discharge Elimination Systempermitted outfa ll s; circulating water systems; in-scope transm i s sion line rights-of-w ay; radioactive waste proce ss ing and storage areas; meteo r o logical towers and monitoring equ i pment; and Title V-permitted air emission po i nts. The environmental review team also met onsite with officials from the National Oceanic and Atmospheric Administration Fisheries Division, the NH Depart men t of Environmental Services , the NH Division of Historical Resources , th e NH Div i sion of Public Health , the NH Fish and Game Department, and the NH Natural Heritage Bureau. Information gathered through particip ation of these agencies will assist the environmenta l review team i n its evaluat i on. In addit i on , the team reviewed NextEra's process for identifying new and significant information (information that would challenge the generic conclusions reached in the Generic Env i ronmental Impact Statement for License Renewal of Nuclear Plants , NUREG-1437).

N extE ra cited no new and significant information, and the team's independent r eview during the course of the site audit did not i dentify any either. At the conclusion of the site audit, the environmental review team summarized the status of the review with NextEra representatives.

Most of the team's questions were answered through the conduct of the audit. Those that were not will be answered by NextEra, as it responds to the team's request for additional information (RAI) letter (ADAMS accession number ML 102861217).

Enclosure 2 is a table of documents requested by the team during the site audit and provided by NextEra to assist the team i n its review. These documents will be made publically available in the NRC's Agencywide Documents Access and Management System (AD AMS) at http://www.nrc.gov/reading-rm/adams.html.
