OF TELEPHONE CONFERENCE CALL HELD ON DECEMBER 3, 2015, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND NEXTERA ENERGY SEABROOK, LLC, CONCERNING OCTOBER 2, 2015, REQUESTS FOR ADDITIONAL INFORMATION AND OCTOBER 27, 2015, AUDIT PERTAINING TO THE SEABROOK STATION LICENSE RENEWAL APPLICATION (TAC. NO. ME4028)

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of NextEra Energy Seabrook, LLC held a telephone conference call on December 3, 2015, to discuss and clarify the staffs requests for information concerning the Alkali-Silica Reaction Monitoring Aging Management Program, pertaining to the Seabrook Station license renewal application. The telephone conference call was useful in clarifying the staffs concerns and information needs to complete its review. provides a listing of the participants and Enclosure 2 contains a listing of the topics of discussion.

The applicant had an opportunity to comment on this summary.

REQUESTS FOR ADDITIONAL INFORMATION DISCUSSION TOPICS LICENSE RENEWAL APPLICATION DECEMBER 3, 2015 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of NextEra Energy Seabrook, LLC, held a telephone conference call on December 3, 2015, to discuss and clarify the following requests for additional information (RAIs) concerning the license renewal application (LRA).

The applicant requested the teleconference with the staff to ensure it will be including appropriate additional information in its upcoming RAI response and aging management program (AMP) submittal (consistent with the staffs request in Section 7, Special Requests in the Alkali-Silica Reaction (ASR) monitoring aging management program audit plan, October 20, 2015). The following topics were discussed:

  • Anchor Test Programthe limit on in-plane cracking that relates to the test programs
  • Anchor bolt program in ASR AMP
  • Testing bound or representation of anchoring
  • Pre-stress slide (rebar stress) and use of CERTREC
  • Visual inspection of the removed cores
  • Clarification of the RAI response, issue #6 (June 30, 2015)

Discussion: During the call, the staff clarified that the conditions of use of CERTREC (License Renewal Application Online Reference Portal) are listed in the November 19, 2015, NRC letter (Agencywide Documents Access and Management Systems (ADAMS) Accession No.

ML15310A102), including necessary documents that are needed for the staffs analysis of the LRA or the staffs development of the SER.

Applicant confirmed that the anchor bolt testing program is part of the ASR Monitoring Program (this will be discussed in the revised AMP), and the applicant will include discussion of why anchors used in testing bound or relate to anchors at Seabrook in its upcoming December 4, 2015, RAI response (or its supplement). Applicant stated that ASR Monitoring program management of primary containment will be discussed in the upcoming RAI response (or its supplement). Applicant stated that the ASR AMP will describe the visual inspection of removed cores when cores are removed for extensometer installation. Applicant stated that it will provide clarification of the RAI response, issue #6 (June 30, 2015, ADAMS# ML15183A020 and ML15183A023), for the number of core locations visually removed and inspected (applicant stated that it will remove additional cores in the future for installation of extensometers for measuring through-thickness expansion, and will provide detailed information in its upcoming RAI response and/or revised AMP). Applicant clarified that there is through-wall expansion that indicates there is volumetric expansion in all directions, but no significant laminar cracking or delamination.
