U.S. Nuclear Regulatory Commission Public Meeting Summary February 26, 2019

Title:

Public Meeting on the Seabrook Station, Unit No. 1, Alkali-Silica Reaction (ASR) License Amendment Request and License Renewal Application Meeting Identifier: 20190088 Date of Meeting: February 13, 2019 Location: Best Western Plus - The Inn at Hampton, Hampton, New Hampshire Type of Meeting: Category 3 Purpose of the Meeting: To discuss the NRCs plans related to the schedule for issuing the license amendment associated with ASR and the renewed Seabrook Station, Unit No. 1 (Seabrook), license.

General Details: There were 15 NRC staff in attendance and approximately 200 members of the public, including several Federal, State, and local elected officials and representatives of elected officials, as well as members from the C-10 Research and Education Foundation, Inc.

The meeting started at 6:00 p.m. Eastern Time (ET) and, while scheduled to end at 9:00 p.m.

ET, continued until about 9:45 p.m. ET. The NRC staff made a presentation that was shown on two screens. Members of the public made comments in person using a microphone.

Approximately 35 people in attendance spoke. The meeting was transcribed, and an NRC staff member was the facilitator for the meeting. A copy of the NRC staffs meeting notice and presentation can be found at Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML19042A167 and ML19042A110, respectively. In addition, some members of the public provided the NRC staff with written material, which has been placed into ADAMS and can be found at Accession Nos. ML19050A460 and ML19050A320.

Summary of Presentations: The NRC staff discussed the schedule for its plan to issue the license amendment associated with ASR and the renewed Seabrook license prior to the upcoming Atomic Safety and Licensing Board hearing on the license amendment. The NRC staff acknowledged that it had not adequately communicated to stakeholders when it decided to change the schedule to issue these licensing actions before the hearing instead of after the hearing. The NRC staff stated that the issuance of the license amendment and the renewed license prior to the hearing on the license amendment would not undermine the hearing process. The NRC staff also stated that if the result of the hearing process required changes to Seabrooks license, then the NRC has the ability to make those changes. The NRC staff also presented its findings on ASR at Seabrook, as documented in its draft safety evaluation for the license amendment request dated September 28, 2018 (ADAMS Accession No. ML18226A205) and the safety evaluation report for the license renewal application dated September 28, 2018 (ADAMS Accession No. ML18254A294, updated on January 2, 2019 (ADAMS Accession No. ML18362A370)).

Public Participation Themes: For the members of the public in attendance that chose to speak, some approved and some disapproved of the NRC staffs plan to issue the license amendment and the renewed Seabrook license prior to the hearing on the license amendment.

For those that approved, they generally provided economic and environmental benefits as their reasons for supporting issuance of these licensing actions. For those that disapproved, they generally stated that the NRC should not rush to issue these licensing actions and that the public should have their voices heard by the Atomic Safety and Licensing Board at the hearing prior to issuance. The NRC staff reiterated that the issuance of the license amendment and the renewed license prior to the hearing on the license amendment would not undermine the hearing process and that if the result of the hearing process requires changes to Seabrooks license, then the NRC has the ability to make those changes. Some members of the public had questions related to the details of the ASR programs at Seabrook. Some examples of requested details were on specific monitoring requirements, on whether physical modifications can or have been made to ASR-affected structures, and on how the NRC oversees the continued monitoring at the site. The NRC staff addressed all ASR-related questions during the meeting. Some members of the public voiced concerns and asked questions on topics outside the scope of the meeting, such as regarding emergency planning, evacuation drills, and flooding. Since the focus of the meeting was on the ASR license amendment and the license renewal, the NRC staff suggested that those questions and concerns be brought up at the Regional annual assessment meeting that is planned for late April 2019.
