Meeting Purpose

Seabrook Station License Renewal

  • Current license expires: 2030 (40 years of operation)
  • If renewed, license would expire: 2050 (period of extended operations requested is 2030-2050) 4

Why 20 years?

  • Why can Seabrook Station apply for renewal with 20 years remaining on its current license?

The NRC determined that:

  • 20 years of operational and regulatory experience provides an applicant with substantial amounts of information and would disclose any plant-specific concerns with regard to age-related degradation
  • 20 years remaining on the operating license would be reasonable considering the estimated time for utilities to plan for replacement of retired plants 5

Review Schedule

  • 22 months is the target
  • Hearings, if granted, add time

Application Contents

  • Technical information about the plant and how the applicant proposes to manage aging
  • Environmental report estimating the effects of extending the license by 20 years 8

Safety Review (10 CFR Part 54)

  • Focus is on how aging affects structures important to plant safety
  • Staff review to determine that aging effects will be effectively managed

- Review application and supporting documentation

- Onsite audits

  • Onsite inspections by NRC Region I (office located in King of Prussia, PA)
  • Issue Safety Evaluation Report

License Renewal Safety Principles

  • The ongoing regulatory process is adequate to ensure the safety of all currently operating plants
  • The same plant operating rules apply during the renewal term

Environmental Impact Statement Purpose

  • Rigorously investigate the environmental impacts of license renewal and reasonable alternatives
  • Used to inform decision makers and to publicly disclose the impacts of the license renewal and reasonable alternatives 14
