OF TELEPHONE CONFERENCE CALL HELD ON MAY 31,2011, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND NEXTERA ENERGY SEABROOK, LLC, CONCERNING CLARIFICATION OF INFORMATION PERTAINING TO THE SEABROOK STATION LICENSE RENEWAL APPLICATION (TAC NO. ME4028)

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of NextEra Energy Seabrook, LLC (NextEra or the applicant), held a telephone conference call on May 31, 2011, to obtain clarification on information contained in the applicanfs April 14, 2011, response to the staffs request for additional information concerning the Seabrook Station license renewal application (LRA). The telephone conference call was useful in clarifying the applicanfs information in the LRA.

Enclosure 1 provides a listing of the participants and Enclosure 2 contains a summary of the issues discussed during the call with the applicant.

The applicant had an opportunity to comment on this summary.

TELEPHONE CONFERENCE CALL SEABROOK STATION LICENSE RENEWAL APPLICATION

1. Follow-up discussion for RAI B2.1.27-1 In order to understand the applicant's request for additional information (RAI) responses dated April 14,2011, the U.S. Nuclear Regulatory Commission (NRC or the staff) asked NextEra (the applicant) to explain the details of the changes to commitment 50 and the associated ASME Section XI, Subsection IWE examinations of the containment liner surface area.

Discussion: The applicant described the planned ultrasonic testing (UT) of the containment liner near the moisture barrier to be completed no later than December 31, 2015. The staff stated that review of the RAI response was ongoing and that the staff expected to provide additional follow-up RA/s in the future.

2. Follow-up discussion for RAI B2.1.31-4 In order to understand the applicant's RAI responses dated April 14, 2011, the staff asked the applicant to explain the details of the planned concrete core bore in an area that had been wetted by spent fuel pool (SFP) leakage, including additional activities being performed.

Discussion: The applicant described various activities performed during the recent spring 2011 refueling outage and new operating experience regarding recent SFP leakage. The staff stated that review of the RAI response was ongoing and that the staff expected to provide additional follow-up RA/s in the future.

3. Follow-up discussion for RAI B2.1.28-3 In order to understand the applicant's RAI responses dated April 14, 2011, the staff asked the applicant to explain the details of commitment 51, perform confirmatory testing and evaluation of the containment structure concrete.

Discussion: The applicant stated that the formal testing plan had not been developed at this time and indicated that removal of core bores from the containment did not appear practical due to the presence of rebar. The staff stated that review of the RAI response was ongoing and that the staff expected to provide additional follow-up RA/s in the future.

4. In addition the staff stated that review of the RAI response B2.1.31-1, concerning concrete degradation due to groundwater in-leakage and the occurrence of Alkali-Silica Reaction in the concrete was ongoing, and that the staff expected to provide additional follow-up RAls in the future.
