RESPONSE TO NRC GENERIC LETTER 89-06, SAFETY PARAMETER DISPLAY SYSTEM (MPA F-072), SOUTH TEXAS PROJECT, UNIT 1 (TAC NO. 73710) -

NRC Ger ric Letter (GL) 89-06, dated April 12, 1989, requested licensees to provide certification regarding the implementation of. a Safety Parameter Dis-play System (SPOS). The GL and its attachment, NUREG-1342, provided clari-fication of the requirements for an acceptable SPDS as originally defined in 1

.NUREG-0737, Supplement 1, issued January 1983. The GL further requested the

~ licensees to complete a checklist and take photographs of the SPDS and to ,

retain these records for three years from the date of certification.

By letter dated June 19,1989 (ST-HL-AE-3134), Houston Lighting & Power Company (HL&P) stated that it believed that the NRC staff verification review has con .

' firmed that both STP Units have an acceptable SPOS which meets the requirements of NUREG-0737, Supplement 1, taking into account the information provided in NUREG-1342 and the HL&P commitment to incorporate the radiation monitoring critical safety function and-continuous display to .SPDS at the first refueling of each unit. In addition, by letter dated October 11,1989 (ST-HL-AE-3253), ,

HL&P informed the staff that the enhancements previously identified had been incorporated into the Unit 1 SPDS. Based upon the above statements, the NRC staff concludes that your facility has satisfactori'ly met all' the requirements for an SPOS specified in NUREG-0737, Supplement 1. Therefore, staff review and licensee implementation ~of the SPDS are considered complete for your facility.
