Dear Mr. Rodriguez:

Enclosed please find a copy of the NRC Safety Evaluation Report (SER) which was written following an evaluation of the Rancho Seco Safety Parameter Display System (SPDS). The SER concludes that the SPDS has not fully incorpc-rated human factor considerations into the SPDS design in that it does not permit a user to rapidly and reliably evaluate all of the critical safety functions required by the NRC. We arrived at this conclusion after an audit of the SPDS and after evaluating information provided by the licensee in response to issues identified in a previous SER.

Please provide a schedule for your response to the concerns noted in our SER. The NRC technical staff is available to discuss the basis and results of the safety evaluation.
