DIRECTOR OF NUCLEAR REACTOR REGULATION ATTENTION FRANK J MIRAGLIA JR DIRECTOR PWR-B US NUCLEAR REGULATORY COMMISSION WASHINGTON DC 20555 DOCKET 50-312 RANCHO SECO NUCLEAR GENERATING STATION UNIT NO 1 REGULATORY GUIDE 1.97 IMPLEMENTATION SCHEDULE Mr. Syd Miner of your staff requested that the District update its Regulatory Guide 1.97 implementation schedule. In a September 30, 1985 letter, (RJR 85-470), the District submitted an updated status and schedule for implementation of Regulatory Guide 1.97 items. Based on this schedule and identified modifications, the District's commitment to meet the requirements of Regulatory Guide 1.97 would be completed by Cycle 8. The only exception-was upgrade of SPDS to provide category 1 indication scheduled for completion by Cycle 9.

The District has revised its Reg. Guide 1.97 implementation schedule and with the exception of the SPDS CRTs will now upgrade the SPDS by Cycle 8. The Cycle 8 upgrade will include:

  • Full redundancy (2 channels)
  • Class I power
  • Seismic qualification (except for the CRTs)
  • Indication of Rancho Seco Regulatory Guide 1.97 category 1 variables on SPDS The only portion of the SPDS upgrade that cannot be completed by Cycle 8 is the seismic qualification of the SPDS CRTs. The District is experiencing significant procurement problems and long lead times in obtaining qualified components. The District will have seismically qualified SPDS CRTs by Cycle 9.

' indicators (i.'e. CRT displays). ' The 4 District responded to the NRC request forzinformation on October 31,1985-(RJR 85-52) addressing eight.of the items and the CRTs displays. The District completed its response on the two

remaining items .on January 13,# 1986 (RJR 86-11). These two letters provided additional justification for the District's position to not upgrade four -

items while comiting 'to upgradeithe ' remaining. six items. One item,' Quench-

Tank ~ Temperature, will be completed by Cycle 8. The other fivesitems are:
1) Neutron-Flux e *
2) RHR (Decay Heat) Heat Exchanger Outlet Temperature

~3) Pressurizer Heater Status

'4) . Containment Atmosphere Temperature .

5) . Containment Cooling Water Temperature to ESF System L 1

These five additional, newly identified items, will be. upgraded by Cycle 9.

It'is important to note that the District, as allowed in NUREG 0737, Supplement .1, originally took exception to the above items in its July 13, s 1984 (RJR 84-24) report and therefore, did not include them in its original modification list. The District based its position on a " good-faith" effort

.to meet the requirements of Regulatory Guide 1.97. The District felt its position as described in the July 1984 report was sound. The additional items the District has agreed to implement result in the implementation schedule above and is based on the priorities and resources as determined by

'the District's Living Schedule process. Therefore, the. District considers the schedule described in this letter to be a reasonable and acceptable
