LICENSE NO. DPR-54 SURVEILLANCE INTERVALS LETTER OF CONFIRMATION The Technical Specifications Table 4.1-2, Item 13, requires a surveillance test of the six internal vent valves at a frequency not to exceed the re-fueling interval. By definition, this interval is specified in Technical Specifications Section 1.9.9 as "A time period spaced to occur at least i once per eighteen (18) months." In addition, the 3.25 times a single speci-fied surveillance interval for three consecutive tests apply to this requirement.

The Rancho Seco internal vent valves were tested according to the following schedule:

However, by approval of Amendment No. 38 dated August 6, 1982, Amendment No. 44, dated February 11, 1983, and Amendment No. 59, dated January 22, 1985 to the Rancho Seco Operating i License, the NRC extended the intervals 6 months, 6 months and 6.5 months .

respectively. Each extension was based on extending the 18 month interval but no extension was specifically granted for the 3.25 interval requirements. ,

l Mr. Ron Colombo from my staff contacted Mr. Syd Miner, G. Kalman and G. Plumlee concerning this matter on December 6, 1985, and obtained concurrence that ,

the 3.*25 interval should be reset from the last survelilance waiver granted  ;

on January 22, 1985. It should be noted that extensions of this nature are l

handled on a case by case basis and this extension does not apply to any other surveillances.
