This Special Report is being submitted pursuant to the requirements of Hope Creek Technical Specification 3.3.7.5-1, Action 81 b, due to the North Plant Vent (NPV) High l Range Noble Gas Monitor being inoperable for more than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

On July 30,1999, the NPV Radiation Monitoring System (RMS) was declared inoperable due to spiking observed in the low, mid and high range noble gas monitors.

Technical Specification Action Statements 3.3.7.5, " Accident Monitoring Instrumentation", and 3.3.7.11, " Radioactive Gaseous Effluent Monitoring Instrumentation", were entered, and compensatory measures were initiated in accordance with plant Technical Specifications.

The NPV RMS inoperability was caused by a voltage induced in the detector output by the power cable to the low range sample pump. The power cable may have been moved into proximity to the detector cables during a NPV system functional test performed earlier in the week. The problem was corrected by separating the cables and ,

securing them in place to prevent recurrence. The NPV RMS was tested satisfactorily, and the system was restored to OPERABLE status on August 4,1999. The NPV I system functional test procedure is being evaluated to determine if changes to the procedure are needed.
