HOPE CREEK GENERATING STATION DOCKET NO. 50-354 UNIT NO. 1 CLARIFICATION OF TWENTY-FOUR HOUR NOTIFICATION MADE ON 09/13/86 at 1630 HOURS On September 13, 1986, the HCGS Senior Nuclear Shift Supervisor (SNSS) contacted the NRC Operations Center to report a violation of the Environmental Qualification requirements. The event that initiated the report was a total loss of cooling in the Drywell during a planned loss of off-site power test. This report was made pursuant to the Station Administrative Procedure for the Incident i Report and Reportable Occurrence Program which reflected license conditions that existed in the low power license. The license condition relative to Environmental Qualification requirements has been deleted in the full power license. At the time of this event, the administrative procedure was in the review cycle after being revised to reflect the change in license conditions but, since the revisions were of minor nature, an expedited review had not been requested.

Irrespective of the discrepancy in the reporting requirements, the notification was not required since no violation of the Environmental Qualification requirements for equipment in the Drywell occurred. Thus, the report was a conservative measure taken by the SNSS and a Licensee Event Report will not be submitted for this event.
