U.S. Nuclear Regulatory Commission B17159%ttachment 1\Page 3 it INTRODUCTION Purpose The Millstone _ Unit 3 Backlog Management Plan provides an integrated, structured approach to successfully manage and disposition the backlog of identified open items at the time of Unit 3 restart, while maintaining a focus on the safe, event-free operation of Unit 3.

Performance Obiectives The Plan has. been constructed to support the following Unit 3 high level performance objectives:  ;

. Reduce the challenges to the operators e improve the timeliness and effectiveness of maintenance and work activities, while maintaining high quality standards -

. Maintain a high state of plant materiel condition Plan Structure Section 2 of the Plan provides a characterization of items that may be completed after restart as_ of February 20, 1998. Section 3 describes the Backlog Management methodology. Section 4 identifies the commitments associated-with this Plan. Section 5 provides the Reference List. Appendix 1 provides work item disposition progress during this outage through approximately March 25, 1998. Appendix 2 provides a listing of Millstone acronyms.

2. CHARACTERIZATION OF THE BACKLOG OF DEFERRABLE WORK Backmound in a letter dated April 16,1997 m , the Nuclear Regulatory Commission (NRC) requested that Northeast Nuclear Energy Company submit certain information, pursuant to 10 CFR 50.54(f), for each Millstone unit. The information requested inckxied four items. Item 2 requested the identification of items to be completed after restart. _ ltem 3 requested NNECO's process and rationale for deferring items until after restart. NNECO's firni response to ite:ns 2 & 3 was submitted to the NRC on March 19,1998.

  • included Figure 2 - 1. Figure 2 - 1 provides a flowchart representing the Unit 3 Plant Operations Review Committee (PORC) approved process and rationale to select items That May be Completed After Restart, sometimes referred to as " deferrable items". This process was

Specifically, deferrable items were identified by eliminating items required to be -

completed before restart including those which have safety, risk, or regulatory sign ficance. The data for the final item 2 response was compiled as of February 20,1996.

Characterization of the Backloa of Deferrable items Further breakdown and characterization of the backlog of deferrable work items as of February 20,1998 has boon performed to help focus the development of the Backlog Management Plan. The following provides the reference to the results of these efforts to date.

Deferrable Work Catenory Characterization Results Descriotion Work Management Category Table 2 - 1, Figure 2 - 3 Age Figure 2 - 2, 2-4, 2-5 NNECO will continue to app!y this process and rationale for Millstone Unit 3 work items initiated in the period after February 20,1998 and prior to entry into Mode 2. At the time of entry into Mode 2, the remaining deferrable items become, by definition, deferred and make up the " Backlog of Deferred Work." l Work items identified After Entry into McM New work items identified after entry into Mode 2 will be prioritized in ,

accordance with station processes (e.g., work control and corrective action) and I l

grouped by the same work management categories. The " Backlog of Deferred Work" and the new work items will both be managed in accordance with the methodology described in Section 3.

Outaae Proaress in Disoositionino Work items Throughout this outage, primary emphasis and priority has been placed on completing those items required for the safe restart of Millstone Unit 3.

However, this has not been to the exclusion of other work. Beyond those items required for restart a significant number of potentially deferrable work items have also been completed. Appendix 1 provides the progress achieved to disposition work items during this outage through approximately March 25,1998 in several work management categories. These are Millstone Unit 3 Condition Reports, ICAVP DRs, Configuration Management Discovery items (OIRs'UIRs),

Maintenance AWOs, and Engineering Work Products.

baily progress is being made in dispositioning both restart and post-restart work items. A more detailed status of these work items is available on-site for NRC review. NNECO will continue to keep the NRC informed of our progress through on-going regulatory updates.

3. BACKLOG MANAGEMENT METilODOLOGY h6 The Backlog Management methodology provides a structured approach to successfully manage and disposition both the " Backlog of Deferred Work" while maintaining a focus on safe, event-free operation of Unit 3. Backlog Management methodology guidance will be developed and PORC approved prior to entry into Mode 2 which reflects the following process functional requirements:

. " Backlog of Deferred Work" will be dispositioned prior to entry into Mode 2 follow'ng RFO6

. Utilization of existing Unit and- Station work control and prioritization processes to c.sposition work items, including an option not to pursue performance enhancement items

. Stepwise raising of management standards and expectations for plant and personnel performance considering industry benchmarks e Monitor performance and results using existing Unit and Station tools and techniques ,

e Maintain visibility on work items initiated prior. to or during this outage l (including ICAVP DRs and CMP Discovery items) l e Conduct periodic assessments of results to provide added assurance that management standards are being conservatively applied e Maintain visibili.ty on the " Backlog of Deferred Work" through appropriate inclusion into the unit schedule Figure 3 - 1 provides a pictorial representation of the Backlog Management methodology as currently envisioned.

Performance Taroets by Work Management Cateoory The Backlog Management performance targets consider current restart performance targets as well as near-term post restart expectations and RFO6 restart targets. Table 3 - 1 provides the currently proposed restart and post restart performance targets by work management category. These targets will be reviewed and adjusted, as appropriate to reflect the actual " Backlog of Deferred Work."  !

Backloa of Deferred Work Wdhin 14 days aner entering Mode 2, NNECO will submit an update to the Backlog Management Plan to reflect the actumi "Secklog of Deferred Work," any a4ustments to performance targets or the Backlog Management Methodology functional requirements. A more detailed listing of these items will be available on-site for NRC review. This submittal will form a clear and distinct baseline of the backlog at the time of restart. An updated version of Table 3 - 1 will be included in this submittal.

4. COMMITMENTS The commitments associated with this Plan are provided in Attachment 2. These commdments are NNECO's acknowledgment of the importance of sustaining satisfactory performance on Millstone Unit 3 and the sixteen Key issues "while continuing recovery efforts on Units 1 and 2.
