The attached Restart Report has been prepared by the staff of the Sacramento Municipal Utility District, and addresses the numerous questions and issues identified in NUREG-1195 " Loss of Integrated Control System Power and Overcooling Transient at Rancho Seco on December 26, 1985".
Our " Action Plan for Performance Improvement" guided us in developing the analyses and technical material supporting this report. That material is available and in a large measure has already been submitted.
As you can see in this report, the December 26, 1985, event is well understood and the corrective actions taken will not only prevent future overcooling events, but also will reduce the likelihood of complex transients in general.
