Three Mile Island Nuclear Station Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Response to Inspection Report 87-07 The purpose of this letter is to respond to Specific Area of Concern No.1 contained in May 1,1987 NRC Requalification Program Evaluation Report No. 50-289/87-07 (0L). This concern related to the evaluation of SR0 licensed control room operators at the SR0 level.

It is considered that the occurrence of this issue is limited to the March 1987 examinations since this was the first year that TMI-1 has been staffed by Control Room Operators (R0 position) who hold SRO licenses.

The licensed operator requalification training program description has been revised to better clarify the requirement to conduct all evaluations at the highest license level. This revision is currently in the GPUNC review and approval process and will be submitted to the NRC for approval per 10CFR55.59.

In addition, the two affected SR0 licensed control room operators have been administered both oral and simulator upgrade re-examinations at the SR0 level and passed. This was accomplished August 14, 1987.
