I am pleased to respond to your November 12, 1987, letter expressing support l for the September 22, 1987, Petition filed pursuant to 10 CFR 2.206 by the i Concerned Citizens of Lake County, Concerned Citizens of Geauga County, and Concerned Citizens of Ashtabula County requesting improvements to the Emergency Information Handbook published by the Cleveland Electric Illuminating Company, the licensee for the Perry Nuclear Power Plant. We have received the Petition and the Petitioners' October 8, 1987, letter containing additional supplemental material to be included as appendices E and F of the Petition.

As explainad in my November 9,1987, letter to the Petitioners, we are working with the Federal Emergency Management Agency (FEMA) to review each of the specific suggestions of the Petitioners. A copy of that letter is enclosed.

We have obtaired copies of the Emergency Information Handbooks from the licensee.

We understand that revised handbooks, to be issued shortly, will reflect recent improvements to the Emergency Response Plan agreed upon by the licensee and the State of Ohio. We are in the process of obtaining copies of these handbooks as well. Once these are received, we will work with FEMA to evaluate and consider each suggestion for improvement put forth by the Petitioners. Any deficiencies found in the newest version of the Emergency Information Handbooks will be noted and the licensee will be directed to correct them.

I would again like to thank you for your interest in this matter and assure you that both FEMA and my office will give thorough attention to the Petition.

CLEVELAND ELECTRIC ILLUMINATING COMPANY, PERRY NUCLEAR UNITS 1 AND 2, DOCKET NOS. 50-440 AND 50-441 This is to acknowledge receipt of your petition sent September 22, 1987 as amended October 8, 1987, requesting, pursuant to 10 CFR 62.206, that the Nuclear Regulatory Comission require the Cleveland Electric Illuminating

. Company to correct certain alleged deficiencies in its Emergency Preparedness Infomation Handbook for the Perry Nuclear facility and to redistribute a corrected handbook.

The concerns raised in the petition deal with the emergency preparedness information handbook for the Perry Nuclear Power Plant. The NRC and the Federal Emergency Management Agency (FEMA) are the two Federal agencies responsible for addressing the adequacy of emergency planning at and around nuclear plants. FEMA has been assigned the responsibility of assessing offsite emergency planning, including emergency preparedness information for the public, as well as assisting state and local governments in the preparation of radiological emergency response plans. Accordingly, the NRC is requesting the assistance of FEMA in responding to the concerns raised in the petition.

Within a reasonable time after receipt of the evaluation from FEMA, we will respond to your request.

Enclosed for your information is a copy of a notice that is being filed with the Federal Register.
