Enclosed, please find additional supplemental material to be considered as L

Appendixes E and F of the. 2.206 Petition filed with the Nuclear Regulatory Commission on or about September 23, 1987 by the Concerned Citizens of Lake, Geauga, and Ashtabula Counties in Ohio.

Appendix E consists of several articles that appeared in the News Herald on October 4,1987 dealing with the: sizable transient, migrant. population of nursery workers R

within.the 10 rnile EPZ of both Lake and Ashtabula Counties.

Several factors make these articles pertinent to the petition. These people are.primarily Spanish-speaking and.

the' most recent edition of ~ CEl's green undated Emergency Preparedness information-Handbook-issued in October 1986 is apparently not available in' Spanish '(see the first

paragraph on page 5 of the petition). None of the emergency radio stations listed in the handbook is a Spanish station (see the lest paragraph of page 7 of the petition).

Furthermore,.'per Appendix C of the petition (pages 29 through 34), NUREG 0654, page 50, f

G, 2, " Signs or other measures...shall also be used to disseminate to any transient population within the plume exposure pathway EPZ appropriate 'information that would be helpful if an emergency or accident occurs" is not being adhered to.

Page 50 of NUREG 0654 continues, "Such notices should refer the transient to the telephone directory or other source of local emergency information and guide the visitor to appropriate radio and television. f requencies." As noted on page 19 of the petition and in Appendix D of.the petition (pages 35 and 36), the current edition of the telephone directory, "Ameritech Pages Plus,. 1987-88, Issued August 1987 for Chesterland, Eastlake, Msntor, Painesville, Willoughby, and nearby communities, White / yellow Pages" by Ohio Bell contains no information on emergency planning.in the event of an accident at the

Parry nuclear power plant.

Last year's directory had two such pages.

Appendix F is also a News Herald column of October 2,1987 written by a member of the Concord Township Disaster Information Committee, Caroline tuhta. Concord Township is within the 10 mile EPZ.

This commentary deals with and reinforces concern about a number of the issues raised in the 2.206 Petition.
