The Commission has issued the enclosed Exemption and Amendment No.102 to Facility Station. Operating The amendmentLicense No. DPR-54 consists of changes for thetoRancho Seco Nuclear the Technical Generating (TS)

Specifications in response to your application dated December 30, 1988, as supplemented March 6, 1989.

The exemption and amendment authorize a one-time extension for certain local leakage rate tests (LLRT) to the Cycle 8 refueling outage. This amendment also changes the surveillance period for the LLRT on the Decay Heat Removal suction piping.

A copy of our Safety Evaluation is also enclosed. Notice of Issuance will be included in the Commission's bi-weekly Federal Register notice.
