Dear Mr. Crutchfield:

This . letter formally transmits the District's Expanded ASRTP Evaluation plan, copies of which you received during our recent meeting at Rancho Seco. A summary of the evaluation's purpose, scope and methods is attached.

The Expanded ASRTP Evaluation will assess system functionality for certain select ' safety systems using methodology similar to that of the early 1987 NRC

' ASRTP (Augmented System Review and Test Program) Inspection. The Expanded ASRTP Evaluation will determine the adequacy of activities in support of restart, including other programs to assess system operational readiness. It will evaluatt the effectiveness of programs established to ensure safety i during plant operations.

The Expanded ASRTP Evaluation is a comprehensive assurance effort which does .j not replace or invalidate, but complements, other ongoing improvement and corrective action programs. As previously described in the Rancho Seco Action Plan, the System Review and Test Program (SRTP) will determine Operability for select safety systems and document operability findings in the Rev. 2 System Status Reports (SSRs). These Rev. 2 SSRs will reflect the results of integrated system testing. ]

The District believes the Expanded ASRTP Eve.luation effort will provide an important assurance that Rancho Seco's systems and programs are ready for safe ,

EXPANDED ASRTP EVALUATION IMPLEMENTING

' ORGANIZATION: A special multi-discipline team organization under the overall direction and cognizance of the Director, Nuclear Technical Services.

PURPOSE:

  • to evaluate functionality of selected plant systems using methods similar to the recent NRC ASRTP Inspection.

I

  • to assess adequacy of activities in support of '

restart (including other programs to assure system operational readiness) and to evaluate the effectiveness of programs established to ensure safety during plant operations.

SCOPE:

  • all 33 select systems will be evaluated with completion currently scheduied for late October.

A summary report will be writte and a review of lessons learned will be conducted efter the completion of the first 12 systems.

METHODS:

  • proven ASRTP-type inspection methods - team approach, detailed technical review, freedom from checklists with flexibility to follow leads, creative questioning, open communications.
  • six system teams, each with four to six members from Rancho Seco Operations, Maintenance, System Engineering and Nuclear Engineering Departments, and others independent from the Rancho Seco Restart Organization. Team members chosen for their technical expertise.
  • evaluation sampling will include assessment of the adequacy of the following activities important to system operability:
