Dear Mr. Martin:

In accordance with 10 CFR 50.54(q), this letter notifies you of changes made to the Rancho Seco Emergency Plan. These changes became effective on November 1, 1987. A summary of these changes is included as Attachment 1 to this letter.

The Rancho Seco Emergency Plan has been completely reformatted as a manual and reset to Revision 0. The Emergency Plan was formerly designated as Administrative Procedure AP.500.

Due to the complete reformatting being done on the Emertjency Plan, and the differences in sections ard section revisions in the old AP.500, a Revision 0 for the new Rancho Seco Emergency Plan was considered the best approach.

Emergency Plan which became effective on November 1, 1987.

'Ihe Emernency Plan:

Section Charnes 1.0 All acronyms and definitions that were defined by Radiation Protection arxl Technical Specifications were eliminated.

2.0 Inconsistencies between the Emergency Plan and the counties' plans were eliminated. The information on other related plans was consolidated in this section.

3.0 The Emergency Action Levels were made consistent with NUREG 0654 requirements.

'Ihe Emenyency Response Facilities description was revised and corrected to actual conditions.

8.0 Training was properly assigned to Emergency Preparedness Training.

Requirements identified in various parts of the plan were consolidated.

9.0 No major changes.

10.0 All references were verified and unused references deleted.

Appendix A New Procedure numbers added and list of implementation program added.

Appendix B List of equipment was removed ard only physical location of cabinets provided.

Apperdix C 'Ihe cross-reference flun the Table of Contents was corrected and added.

Appendix D "Intters of Agreements" were revised to reflect actual expiration dates.

Appendix E No changes were made-material placed in Document Control and I

removed from the plan.
