Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 Docket No. 50-312 Rancho Seco Nuclear Generating Station License No. DPR-54 PROPOSED AMENDHENT NO. 134, SUPPLEMENT 1 Attention: George Knighton In response to your request, the Sacramento Municipal Utility District hereby submits Proposed Amendment No. 134, Supplement 1, which updates our previous proposed changes to be consistent with current NRC standards.

Clarification has been added regarding: (1) unacceptability of analysis allowing imperfections greater than 40% of the nominal tube or sleeve wall i thickness, (2) applicability of inspection requirement for all steam generator tubes, including those previously repaired by sleeving, (3) limitation of sleeving as the method of repair to not more than 5,000 tubes per steam generator, and (4) reference document for sleeving methodology.  !

Attached are revised Technical Specification pages 4-54 and 4-55a and added page 4-55 which reflect the clarification discussed above. Also attached are  ;

reprinted pages from the remainder of Proposed Amendment No.134 which reflect the current accepted format. I The Safety Analysis and No Significant Hazards Consideration for the District's September 24, 1986 submittal of Proposed Amendment No.134 remain valid for this supplement.

i Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of Proposed Amendment No. 134, Supplement 1 by mailed copy of this submittal.

Since this submittal is a supplement to Proposed Amendment No. 134, no additional license fees are required.
