Fire barrier door NS 352 was not restored to operable status within the 7 days required by the Rancho Seco Technical Specifications.

SPECIAL REPORT NUMBER 89-11 Fire Barrier Breached More Than 7 Days Date of Oscurrence March 29, 1989 Plant Conditions at Time of Occurrence The plant was at hot shutdown following a trip on March 28, 1989.

Identification of Occurrence Fire barrier door NS 352 was not restored to operable status within the 7 days required by the Rancho Seco Technical Specifications.

Description of Occurrence On March 29, 1989, Work Request 154464 was initiated to repair fire barrier door NS 352. During the repair work, welding was identified as being required to repair the door. The Work Request had to be replanned to include work steps for welding. Helding on the door required removal of the door to the maintenance shop. The replanning of the Work Request for welding and the removal of the door to the maintenance shop resulted in the 7 day limit being exceeded.

Corrective Action Taken An hourly firewatch was previously posted in the area and satisfied the Technical Specification 3.14.6 requirement for the deficiency. The fire barrier door was restored to operable status on April 5, 1989. Fire barrier related Work Requests are now being reviewed in the Manager's daily plant status meetings. The purpose of this review is to expedite fire barrier i related Work Requests to ensure the Technical Specification time limits are i not exceeded.
