The Hater Deluge System for Fire Zone 110 was not restored to operable status within the 14 days required by the Rancho Seco Technical Specifications.

The Sacramento Municipal Utility District hereby submits Special Report No. 89-10 in accordance with Technical Specification 3.14.3.2.

SPECIAL REPORT NUMBER 89-10 Inoperable Deluge System Date of Occurrence

-March 21, 1989 Plant Conditions at Time of Occurrence ihe plant was at 88% reactor power on March 21, 1989.

Identification of Occurrence The Water Deluge System for Fire Zone 110, Auxiliary Feedwater,

, Pump Area, was not returned to operable status within the 14 days requ..ed by the Rancho Seco Technical Specifications.

Description of Occurrence The spray and detection systems for Fire Zone 110 were removed from service

'following the January 31, 1989 AFH System overpressurization event in support of the evaluation of the-AFH pumps. The AFH System was declared operable on March 7,1989, plant heatup was initiated, and the detection system for Fire Zone 110 was-returned to operable status. On March 21, 1989, Onorations attempted to reset deluge valve FV-47100, but the valve faile' to reset. Work Request 145494 was initiated to rework the valve.

During ta. inspection of the valve, the rubber diaphragm was found to be damaged, thus preventing the valve from resetting.

Corrective Action Taken An hourly fire watch was posted when the spray and detection systems were removed from service during cold shutdown.

The hourly fire watch was upgraded to a continuous fire watch prior to plant heat up.

Backup fire suppression was continuously provided for the AFH Pump Area.

The deluge valve was repaired under Hork Request 145494.

The Hater Deluge System for Fire Zone 110 was returned to operable status on April 8,1989.
