Dear Mr. Martin:
Fire detection zones 13 and 16 were disabled inorder to install additional detectors.
They were not restored to operable status within the 14 days specified in the Rancho Seco Technical Specifications.
In accordance with Technical Specification Sections 3.14.1 and 6.9.5.E the Sacramento Municipal Utility District hereby submits Special Report 87-25 describing the problem, corrective action taken, and schedule for restoring the systems to operable status.

SPECIAL REPORT NUMBER 87-25 i
FIRE DETECTION ZONES 13 AND 16 INOPERABLE DATE OF REPORT November 23, 1987 DATE OF OCCURRENCE November 4, 1987 PLANT CONDITIONS PRIOR TO OCCURRENCE The plant has been in a major outage with the reactor in cold shutdown.
IDENTIFICATION OF OCCURRENCE Fire detection Zones 13 and 16 were not restored to operable status within 14 days as specified in the Technical Specifications Section 3.14.1.
DESCRIPTION OF OCCURRENCE The fire detection zones were disabled October 21, 1987 in order to install additional detectors to correct NFPA code deficiencies as discussed in LER 87-29 Fire Protection Program Deficiencies With Respect to Technical Specifications and Commitments.
The carbon dioxide suppression systems in these zones have been_ inoperable since September 29, 1987 as reported in Special Report 87-22.
CORRECTIVE ACTION TAKEN Firewatches were established in accordance with Technical Specifications Section 3.14.1.
Zones 13 and 16 fire detection systems should be returned to service by December 15, 1987.
