FIRE BARRIERS BREACHED MORE THAN 7 DAYS

Fire barrier penetrations 34-69AA and 36-64AA were not restored to operable status within the 7 days required by the Rancho Seco Technical Specifications.
The Sacramento Municipal Utility District hereby submits Special Report No. 89-12 in accordance with Technical Specification 3.14.6.2.

Fire barrier penetrations 34-69AA and 36-64AA were not restored to operable status within the 7 days required by the Rancho Seco Technical Specifications.
Description of Occurrence The fire barrier penetrations were breached while pulling new cables in support of Design Change Package DCP 88-0108. On March 28, 1989, during preparation to reseal fire barrier penetration 34-69AA, the outer jacket of one of the cables was damaged.
The delay in restoring the fire barrier penetrations to operable status was due.to the time required to replace the cable.
Corrective Action Taken An hourly firewatch was previously posted in the area and satisfied the Technical Specification 3.14.6 requirement for the deficiency The fire barrier penetrations were restored to operable status on April 5,1989.
