SPECIAL REPORT NUMBER 89-05 Fire Barriers Breached More Than 7 Days Date of Occurrence February 21, 1989 Plant Conditions at Time of Occurrence The plant was at cold shutdown.

Fire barrier door AU 319 was not restored to operable status within the 7 days l
required by the Rancho Seco Technical Specifications.
j Description of Occurrence On February 12, 1989, security personnel. discovered that fire barrier door AU 319 was sticking and not closing properly.
Work Request 163175 was 1
initiated to repair the fire barrier door in accordance with Maintenance Procedure M.100 " Fire Barrier Door Maintenance." The procedure was being revised at the time and the repair of the door was delayed until the procedure revision was approved.

Corrective Action Taken An hourly firewatch was previously posted in the area and satisfied the 1
Technical Specification 3.14.6 requirement for the deficiency.
The fire barrier door was restored to operable status on March 3, 1989.
