Dear Mr. Martin:
Fire barrier penetrations between fire areas 75/1 and 77/2 were discovered to be unqualified configurations and were not restored to operable status within the 7 days specified in the Rancho Seco Technical Specifications. The Sacramento Municipal Utility District hereby submits Special Report No. 88-14 in accordance with Rancho Seco Technical Specification 3.14.6.2.

SPECIAL REPORT NUMBER 88-14 Fire Barriers Breached More Than 7 Days Date of Occurrence September 15, 1988 Plant Conditions at Time of Occurrence The plant was at approximately 80% power on September 15, 1988.

returned to operable status within 7 days as required in Technical Specification 3.14.6.2.
Descriotion of Occurrence On August 17, 1988, during the performance of Surveillance Procedure SP.1006 "Refueling Interval Fire Barrier Penetrations," a technician identified three unlisted fire barrier penetrations between fire areas 75/1 and 77/2. An evaluation completed by Nuclear Engineering on 4
September 1, 1988, disclosed that the fire barrier penetrations were unqualified configurations in that insufficient data existed in design drawings to document the fire ratings of the penetrations.
Corrective Action Taken An hourly firewatch was previously posted in the area and satisfied the Technical Specification 3.14.6 requirement for the deficiency.
The fire barrier penetrations will be restored to operable status by October 21, 1988.
