Dear Mr. Martin:

l Zone 110 Fire Detection Instruments and Automatic Hater Spray System for the l

Auxiliary Feedwater Pump area were not restored to operable status within the l

14 days specified in the Rancho Seco Technical Specification. Thus, in accordance with Technical Specifications 3.14.1, 3.14.3 and 6.9.5.E, the Sacramento Municipal Utility District hereby submits Special Report 87-19 describing the problem and actions taken.

PLANT CONDITIONS PRIOR TO OCCURRENCE <

The plant has been in a major outage with the reactor.in cold shutdown.

IDENTIFICATION OF OCCURRENCE 4

The following. fire protection components were not restored to operable stat'u's within fourteen (14) days as specified in Technical. Specifications 3.14.1.1 and 3.14.3.1.

On September 6, 1987, the Flame Detection System wa's disabled t'o prevent system actuation during modification work on the auxiliary feed pumps.

The Automatic Hater Spray System is inoperable when the detection is disabled.

CORRECTIVE ACTION TAKEN A continuous fire watch was posted in accordance with Technical Specifications 3.14.1.2 and 3.14.3.2.

The system was restored to operable-status on October 1, 1987.
