SPECIAL REPORT NUMBER 88-05 Inoperable Motor and Diesel Driven Fire Pumps Date of Report February 19, 1988 Date of Occurrences February 6, 1988 February 8, 1988 Plant Conditions Prior to Occurrence The plant has been in a major outage with the reactor in cold shutdown.

Identification of Occurrences The electric driven fire pump (P-440) has been inoperable since February 6, 1988, due to a controller replacement. The diesel driven fire pump (P-996) was declared inoperable on February 8, 1988 at 2200 hours0.0255 days <br />0.611 hours <br />0.00364 weeks <br />8.371e-4 months <br />.

Due to the inoperable status of both fire pumps, the Fire Suppression Hater System was declared inoperable as defined by Rancho Seco Technical Specification Section 3.14.2.1.

Descriotion of Occurrer.ce At approximately 2200 hours0.0255 days <br />0.611 hours <br />0.00364 weeks <br />8.371e-4 months <br /> on February 8,1988, the diesel driven fire pump (P-996) was declared inoperable.

The quarterly sumpling of the diesel fire pump oil storage tank (T-996) was taken in accordance with Chemistry Procedure CHM-5105 and Surveillance Procedure SP.908. The water and sediment content of the sample taken was not within the acceptance limits as specified in Table 1 of ASTM-0975-74.

The diesel driven fire pump is functional and remains lined up to supply water header in the "auto start" mode to maintain firefighting capabilities on site.

The electric driven fire pump (P-440) remains inoperable.

The existing controller is being replaced by an Underwriters' Laboratories (UL)/ Factory Mutual (FM) approved controller as committed in LER 87-29.

Corrective Action Taken Compensatory actions outlined in Technical Specification Section 3.14.2.3 were satisfied due to the plant being in a cold shutdown condition.

Past sampling practices allowed samples to be taken from the fuel tank drain line.

This line is located several inches above the bottom of the tank.

Revised procedure CHH-5105, used for this quarterly surveillance, now requires that the sample be taken within 1/2 inch of the bottom as defined by ASTH-0270-65.

An auxiliary fuel storage tank was assembled to provide an alternate fuel source if necessary. A vendor cleaned the fuel storage tank (T-996) using various techniques including hydrolazing.

The tank was refilled and procedure SP.908 was successfully performed.

The diesel driven fire pump (P-996) was declared operable at 2110 hours0.0244 days <br />0.586 hours <br />0.00349 weeks <br />8.02855e-4 months <br /> on February 16, 1988.

The corrective action plan for the electric motor driven fire pump includes completion of the controller replacement and performance of Special Test Procedure STP.1150A and procedure SP.005.

The electric motor driven fire pump is expected to be returned to operable status by February 26, 1988.
