IN0PERABLE DELUGE SYSTEM
Dear Mr. Martin:
On March 15, 1988, the Hater Deluge System for Fire Zone 110 was declared inoperaole.
The Operations Department was concerned that an actuation of the deluge. system could adversely affect the operability of both Auxiliary Feedwater (AFH) Pumps since the deluge would spray both P-318 and P-319 during an actuation.
In accordance with Technical Specifications 3.14.3.2 and 6.9.5.E the Sacramento Municipal Utility District hereby submits Special Report 88-07 describing the problem and corrective actions to be taken.

Inoperable Water Deluge System Date of Occurrence March 15, 1988 Plant Condidons Prior to Occurrence The plant was in cold shutdown with the plant heatup in progress.
Idaptification of Oc.currence On March 15, 1988, at approximately 1220 hours0.0141 days <br />0.339 hours <br />0.00202 weeks <br />4.6421e-4 months <br />, the Fire Zone 110 Water Deluge System was declared inoperable as defined by Rancho Seco Technical Speci fication 3.14.3.1.
Descriotion of Occurrence On March 15, 1988 at approximately 1220 hours0.0141 days <br />0.339 hours <br />0.00202 weeks <br />4.6421e-4 months <br />, the Fire Zone 110 Hater Deluge System was declared inoperable as defined by Technical Specification 3.14.3.1.
On March 15 at 1217 hours0.0141 days <br />0.338 hours <br />0.00201 weeks <br />4.630685e-4 months <br />, the plant left cold shutdown and entered heatup mode. The Fire Zone 110 Water Deluge System protects the Auxiliary Feedwater (AFH) Pump area.
The deluge system was declared inoperable due to concern that an actuation of the deluge system in Fire Zone 110 could adversely affect the operability of both AFH Pumps. The deluge could spray both P-316 and P-319 during an actuation.
Corrective Action Taken Compensatory measures were taken and a fire watch was established in accordance with Technical Specification 3.14.3.2 prior to the plant mode change from cold shutdown to heatup.
To determine the effects of a deluge system actuation on the AFH pumps (P-318 and P-319), STP.1004, "AFH Pump P-318 and P-319 Deluge Test," will be performed after the receipt of a spare AFH pump motor.
This test will spray each pump individually at rest and at normal operation.
The motor not under test will be covered. A continuous fire watch is being maintained in the area as the compensatory measure pending the performance of this test.
