Dear Mr. Hartin:

In March 1988, the District submitted Special Report 88-03. The report stated that the Nuclear Service Electrical Building (NSEB) CO2 fire suppression systems were removed from service to bring the NSEB into compliance with the requirements of 10 CFR 50, Appendix R, Section IIIG.

The District has further evaluated NSEB fire protection requirements. Based on this evaluation, the District decided to permanently eliminate the CO2 fire suppression systems from zones 75, 76, 77, 78, 79, and 80. With the CO2 systems eliminated from tFese zones, the NSEB continues to meet the requirements of Appendix R.

An Engineering Change Notice, Safety Analysis Report and Technical Specification Amendment are being prepared to implement and document permanent disablement of the NSEB CO2 systems. Until the Technical Specification Amendment is approved, the CO2 systems will remain inoperable with compensatory measures in place.
