In accordance with Technical Specification 3.14.6.2, the District hereby

. submits Special. Report 90-09.,This special report discusses fire barriers in

.the-Auxiliary Building, Turbine Building', and Nuclear Service Electrical Building which became: inoperable'but were not returned to service within 7 days as-required by Technical Specification 3.14.6.2.

Plant Conditions' at the Time of Occurret.ra The plant has been shutdown since June 7, 1989, and is in a defueled condition.

Identification of the Occurrence The fire barrier penetrations in the Auxiliary Building, Turbine Building, and

-Nuclear Service' Electrical Building listed in Table I were not restored to operable status within 7 days as required by Rancho Seco Technical Specification 3.14.6.2.

'The penetrations and doors listed in Table i failed surveillance tests :

" Refueling Interval Fire Barrier Penetrations (Auxiliary Building anc' i. -bine Building, Mezzanine)" or SP.717 " Refueling Interval Fire Barrier Survu $1ance Procedure (Fire Door Assemblies-Nuclear Services riectrical Building)" due to normal degradation.

Corrective Actions Taken Operability of fire detectors was verified on at least one side of the breached barriers and hourly fire watches were established in accordance with Technical Specification 3.14.6.2.

All penetrations and doors have been returned to operable status as noted in Table 1.
