FAILURE TO HAINTAIN SPECIFIC ACTIVITY OF THE PRIMARY SYSTEM HITHIN ADMINISTRATIVE LIMITS

I The specific activity of the primary system exceeded the administrative limits specified in Rancho Seco Administrative Procedure RSAP-0222 and as committed to in our response to Generic Letter 85-02.
The Sacramento Municipal Utility District hereby submits Special Report No. 89-03 in accordance with Rancho Seco adminir.trative controls.

Identification of Occurrence The specific activity of the primary system exceeded administrative l
limits as specified in Rancho Seco Administrative Procedure RSAP-0222, i
l Rancho Seco Chemistry Control Commitment.
The procedure requires the j
l submission of a Special Report if the specific activity of the primary coolant is either greater than 0.8 pCi/mi I-131 or 43/E pCi/ml.
Description of Occurrence l
For the period from approximately 0500 hours0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> on February 1 to 1015 hours0.0117 days <br />0.282 hours <br />0.00168 weeks <br />3.862075e-4 months <br /> on February 2, while in a hot then cold shutdown condition, Reactor Coolant System sample data indicated that specific activity was above 0.8 pCi/ml I-131; the 43/E limit was not exceeded.
It is normal for t
iodine activity to increase for a short period of time after a power reduction.
The District had committed to the 0.8 pCi/ml I-131 limit via letter dated June 11, 1985, in response to Generic Letter 8S-02.
I Corrective Action Taken In accordance with RSAP-0222, on detection of the unusual condition, isotopic analysis continued until restoration of specific activity to within limits.

indicated that specific activity was below 0.8 pCi/ml I-131.
