Dear Mr. Martin:

CO2 Zones 53 and 54 were not res'Ared to service within 14 days as specified in the Rancho Seco Technical Specifications. The Sacramento Municipal Utility District hereby submits Special Report 87-23 describing the problem, corrective l action taken, and schedule for restoring the systems to operable status. This report is being submitted outside the time frame required in Technical Specification Section 3.14.1, 3.14.4 and 6.9.5.E. This delay is due in part to the incorporation of Zones 53 and 54 into the Technical Specifications in Amendment 85 (effective August 27, 1987). The District apologizes for any inconvenience this delay may have caused you. ,

-Dascriotion of Occu m Dra On March 7, 1987, the fire detection systems for Zones 53 and'54 were disabled.

n This rendered the CO2 systems in those zones inoperable. These systems were disabled because a plant preventive maintenance activity using nitrogen could

.potentially allow nitrogen to build up in those zones. The doors were propped open to allow for nitrogen dissipation from Zones 53 and 54. Hith the doors-open, a CO2 discharge could create a personnel safety hazard for nearby workers.

Corrective Action Taken-Firewatches were' established in accordance with Technical Specification requirements. The systems discussed above will be returned to service following cotopletion of the preventive maintenance activity scheduled for December 5, 1987.
