Dear Hr. Hartin:
The Fire Suppression CO2 system for the NSEB Switchgear Rooms A and B, NSEB Electrical Equipment A and B, and NSEB Battery Rooms GA and GB was not restored to operable status within the 14 days specified in the Rancho Seco Technical Specifications.
In accordance with Technical Specifications 3.14.4.2 and 6.9.5.E, the Sacramento Municipal Utility District hereby submits Special Report 88-03 describing the problem and corrective actions taken.

SPECIAL REPORT NUMBER 88-03 Removal of Fire Suppression CO2 System From Zones 75, 76, 77, 78, 79, and 80 Date of Occurrence February 25, 1988 Plant Conditions Prior to Occurrence The plant has been in a major outage with the reactor in cold shutdown.
Identification of Occurrence The following fire suppression CO2 systems were not restored to operable status within 14 days as specified in Technical Specifications Section 3.14.4.
ZONE ROOM 75 NSEB Switchgear Room B 76 NSEB Switchgear Room A 77 NSEB B Electrical Equipment 78 NSEB A Electrical Equipment 79 NSEB Battery GB 80 NSEB Battery GA Description of Occurrence At 2100 hours0.0243 days <br />0.583 hours <br />0.00347 weeks <br />7.9905e-4 months <br /> on February 11, 1985, the CO2 system for the above zones was removed from service to perform work that will bring the NSEB HVAC system and NSEB fire suppression systems into compliance with the requirements of 10 CFR 50 Appendix R, Section III.G.
Corrective Action Taken A fire watch was posted for each inoperable CO2 system listed above in accordance with Technical Specification 3.14.4.2.
The CO2 systems were removed from service in the referenced zones as a progression of design change modifications to bring the NSEB HVAC system in compliance with 10 CFR 50 j

The CO2 systems for Zones 75 through 80 were removed from service as part of current design change ECN R-1078, Revision 1.
ECN R-1078 modifies the mechanism for closure of HVAC system dampers used for containment of carbon dioxide fire suppression system discharge within the noted zones.
l The C02 systems will remain inoperable with compensatory measures in place until the C02 systems are returned to service by re-design of the fire damper closure logic in a future design change.
