In accordance with Technical Specification 3.14.2.2, the District hereby submits Special Recort 90-08.
This special report discusses fire pump i
batteries which btcame tnoperable on April 4, 1990, uut were not returned to service within'7 deys as required by Technical Specification 3.14.2.2.

i April 19, 1990 Plant Conditions at the Time of Occurrence:
The plant has been shutdown since June 7,1989, and is in a dtfueled condition.
I Identification of Occurrence:
Fire Pump Batteries BFP-A and BFP-B became inoperable on April 12, 1990, when surveillance procedure SP.306 " Weekly Fire Pump Pilot Cell Test" was not The Fire Pump Batteries were not returned performed by its required due date.

t Description of the Occurrence:
Technical Specification.4.18.2.1.1 requires that the fire pump diesel starting 24-volt battery bank be demonstrated operable at least once every 7 days.
i This Technical Specification requirement is satisfied by performing SP.306, which had last been completed on April 4, 1990 (next deadline due date April 12, 1990).
Because of a scheduling error, SP.306 was not conducted i
until May 1, 1990.
i The cause of the missed weekly surveillance is as follows:
The surveillance i
schedule for Class 1 batteries was being revised to reflect the surveillance tests required in support of District letter AGM/NUC 89-261 " Technical As part of the revision Specifications Applicable in the Defueled Condition."
to the surveillance schedule, the test frequency of SP.306 was incorrectly changed from weekly to monthly.
The Surveillance Group responsible for the scheduling and tracking of all surveillance procedures discovered the incorrect test frequency of SP.306 as part of their normal review of surveillance procedure results.
Corrective Action Taken:
On Mty 1, 1990, the Fire Pump Batteries were returned to operable status after completion of SP.306. The surveillance schedule has been revised so that SP.306 is again conducted weekly.
