Dear Hr. Martin:

On January 6, 1988, the 'iesel and electric driven fire pumps were declared inoperable due to test t ta which indicated the pumps may not have met Technical Specification requirements. The electric driven fire pump was returned to operable status on January 15. However, it was again declared inoperable on January 17 due to failing the monthly surveillance test. Both fire pumps are now operable. In accordance with Technical Specification Sections 3.14.2.3 and 6.9.5.E. the Sacramento Municipal Utility District hereby submits Special Report 88-02 describing the problem and corrective sction taken.

SPECIAL REPORT NUMBER 88-02 Inoperable Fire Pumps Date of Reoort January 20, 1988 Dates of Occurrente January 6, 1988 January 17, 1988 Plant Conditions Prior to Occurrence The plant has been in a major outage with the reactor in cold shutdown.

Identification of Occurrence At approximately 0920 hours0.0106 days <br />0.256 hours <br />0.00152 weeks <br />3.5006e-4 months <br /> on January 6, 1988, the Fire Suppression Water System was declared inoperable as defined by Rancho Seco Technical Specification Section 3.14.2.1. The electric driven fire pump (P-440) was declared operable on January 15 at 1830 hours0.0212 days <br />0.508 hours <br />0.00303 weeks <br />6.96315e-4 months <br />. Pump (P-440) was declared inoperable again on January 17 at 1158 hours0.0134 days <br />0.322 hours <br />0.00191 weeks <br />4.40619e-4 months <br />.

Descriotion of Occurrence At approximately 0920 hours0.0106 days <br />0.256 hours <br />0.00152 weeks <br />3.5006e-4 months <br /> on January 6, 1988, following a review of test data for diesel driven fire pump (P-996) and electric driven fire pump (P-440),

it was determined that the tests could not ensure the requirements of Technical Specifications Sections 4.18.2.1.f.2 and 3.14.2.1.a could be met.

Specifically, the test methodology and data obtained from the testing were not adequate to ensure operability of the pumps per Technical Specification requirements. Further investigation revealed that some test equipment was inadequate and associated calculation coefficients used were incorrect. ]

The electric driven fire pump (P-440) was declared operable on January 15 upon l successful completion of fire pump functional testing, thereby demonstrating i it met Technical Specification requirements. On January 17 the electric motor driven fire pump (P-440) failed to auto start during the monthly surveillance and was declarea inoperable.

Corrective Action Taken Compensatory actions outlined in Technical Specification Section 3.14.2.3 were l satisfied due to the plant being in the cold shutdown condition. Although the  !

fire pumps were declared technically inoperable, they were still functional and were left in the auto start mode.

The fire pump functional test surveillance procedures were rewritten and appropriate test equipment procured to resolve testing methodology and calculation concerns, j 1

The electric driven fire pump (P-440) was restored'to operable status on January 18. 1988 at approximately 1005 hours0.0116 days <br />0.279 hours <br />0.00166 weeks <br />3.824025e-4 months <br /> following the cleaning of dirty, normally closed contacts for the local STOP pushbutton, and successful performance of the monthly surveillance.

The diesel driven fire pump (P-996) was restored to cperable status on
